The Romanian ethics legislation in research is still at a minimalist level. In the medical field, given the major risks involved in research on human subjects, more extensive normative-ethical documents have been elaborated, but in other areas that address the ethics of research, Romanian practice continues to be based on international provisions, which are generally not detailed by internal laws nor adapted to the specificity of the Romanian research environment.
It is clear from the practice of ethics committees that most of the complaints invested in them have different plagiarism situations, which does not mean that the Romanian research environment is one of ethical excellence, but there is no well-defined culture of ethics in research that leads to ethics and other ethics committees, or, more seriously, there is a lack of interest in identifying, sanctioning and highlighting unethical practices in research, the deviations from which are not considered serious enough to trigger reactions that is reflected in the practice of ethics committees.
